Newly built road damaged in a month, Hisar residents demand action


The newly constructed road in Sector 1 between house numbers 2,060 and 2,147 has severely damaged within just a month of its completion, sparking anger among residents.

The patch of road was built by the Haryana Shahari Vikas Pradhikaran (HSVP) between February 12 and 16, the road now shows extensive damage, including large cracks and an uneven surface, causing major inconvenience to commuters.

The residents, along with the Sectors 1–4 Welfare Association, have demanded an immediate inquiry into the poor quality of construction and called for complete reconstruction of the road. “The road has become uneven and broken at multiple places. It has affected our daily lives and shows lack of quality control,” said Salauddin Kagadana, general secretary of the RWA.

In fact, the residents had raised concerns over the use of poor materials when the work was being carried out at the site. Though the HSVP official visited the site on getting the complaint but nothing was done to improve the construction work as substandard material was used which was damaged now. The residents have now sent a formal complaint to the HSVP Executive Engineer and Superintending Engineer, demanding an investigation and appropriate action against those responsible.

However, the HSVP’s Subdivisional Engineer (Sub Division No. III, Hisar) had issued a notice to a house owner in the same street alleging that the construction work done by the houseowner had resulted in the damage to the road. The HSVP noted that while most of the roads in the area were in good condition, the section near the house had been “severely damaged.” The cause, according to the HSVP, was ongoing construction work at the site where water was reportedly being poured directly onto the road surface to prepare building materials, resulting in accelerated damage.

The HSVP notice directed the plot owner to repair the damaged road portion or face departmental repair at the owner’s cost. The notice stated, “Causing damage to public property in this manner is highly irresponsible.”

The notice had resulted in a confrontation between the residents and the HSVP. While the locals blame poor construction work, the HSVP is pointing fingers at nearby construction activity for damaging the newly built road. However, the RWA said it was comical on part of the HSVP to say that water had damaged the road as rains also occur. It was itself an evidence that the substandard material was used in the construction work, says Salaudeen Kagdana, secretary of the RWA.
